Fix account creation #345

Account creation with delegation is not working anymore.

This is normal behavior. Account creation with delegation was removed after HF20.

If I go to https://steemconnect.com/accounts/create, it still attempts to use the delegation method. This should be updated to use the account_create operation. Also, "vests" should no longer be supplied.
