mention support for offers and requests is out of scope #3

The reliance on IOUs as the only way to initiate trade loop assumes peers are willing to create debts without first knowing whether a loop will (soon or ever) be found. Especially in the Whispering Merchants problem, this is not the case. It would be more usable if peers could also offer an asset and request an asset.

One problem would be if you offer one unique asset to several potential takers, so offers would have to be non-binding and best-effort, but I think it could work well as an extra tool for discovering trade opportunities.

i'm thinking this pre-sales process doesn't need to be standardized, but still worth mentioning in the whitepaper that we're leaving this out of scope by deliberate choice.
