Similar to https://github.com/ledgerloops/hubbie/issues/18, one instance should support multiple users.

i now included hubbie straight into nlt-kit; should be easy enough to implement a multi-user snap hub directly in there, using the database (contacts table for peer auth, transactions table as the ledger). so will probably not be using this networkledger module in nlt-kit for now.
