1.4.36: Entity billing e-mail address unused #2415

Even when there are no entity credit account billing e-mail addresses, the entity billing mail addresses aren't being picked up.

@ledgersmb/core what should be the order of precedence here? ECA billing address -> ECA sales address -> entity billing address -> entity sales address? Or ECA billing -> Entity billing -> ECA sales -> entity sales?

Or no precedence at all? Meaning (ECA billing + entity billing) -> (eca sales + entity sales) ?

In 1.11 this is still a problem.
