Prevent invalid slice operations in filters #10826

Issue

I experienced a rare panic with the new filter code.

panic: runtime error: slice bounds out of range [121:100]

Resolution

  1. Create a unit test reproducing the panic.
  2. Ensure the slicing indices are calculated correctly and do not produce an invalid range.

Running the new unit test on unfixed code:

$ go test
