Program won't run #61

I've extracted the file and have it just sitting on my desktop in a folder. Every time I double click, right click and open, run as admin, etc. Nothing happens. I don't see it pop up in task manager. I only get a blue loading circle on my mouse for maybe half a second.

I fixed this issue on a machine with integrated and dedicated graphics by going into my gpu driver settings and setting it to ALWAYS USE DEDICATED GRAPHICS.
