A siege is a special type of battle. It is similar, but is slower and can occur over multiple turns. A siege occurs when units of a player are in a tile that contains a city or fortress. Units that are already in the tile on the turn before an enemy enters the tile are considered to be within the city walls.
Unless new units come to relieve the sieged units, enemy units entering the tile are not forced to retreat if their total combat strength is less than the total of the player's units.
Siege units only suffer a percentage of the attacking units' combat strength (perhaps 50-75%).
If a city is taken, it is pillaged. Attacking units increase morale once they have pillaged city.
