At the start of some scenarios not all countries will be part of the war. There is a diplomacy phase that players participate in to woo countries to their cause. Players assign diplomats to neutral countries to increase the likelihood of encouraging the neutral country to war on their side. Events in the game will alter a country's position (certain cities falling, other countries entering the war, etc.). Players can attack neutral countries. This will cause the neutral country to ally against the attacking player.
