It is not possible to use flickr short urls like https://flic.kr/p/BpBWkF with noembed. Example: http://noembed.com/demo?url=https%3A%2F%2Fflic.kr%2Fp%2FBpBWkF Even though the file Flickr/pm looks like it is supposed to work: https://github.com/leedo/noembed/blob/master/lib/Noembed/Provider/Flickr.pm#L7
Flickrs oembed endpoint is capable to resolve this short urls: https://www.flickr.com/services/oembed/?url=https://flic.kr/p/BpBWkF
