Retroactive under-count of Ukrainian losses since 2024-04-24

Something changed in the dataset for losses broken down by category (destroyed, damaged, abandoned, captured) with the commit 7f861da on April 24th that led to a big retroactive undercount of all Ukrainian losses and an over-inflated loss ratio.
