Reactions to messages are not mirrored to irc #10

on Slack it's possible to 'react' to a message with a smiley or emoticon, this is not reflected on irc in any way, on slack it shows whom reacted and with which emoticon.

My feeling is this would be difficult to solve in a good way. Posting in IRC when someone reacts to a post is the simplest, but that could be very spammy for IRC users. I'm inclined to say that we should instead discourage reactions to posts, but stooping to the lowest common denominator doesn't seem like the best default solution, so I'm open to suggestions on ways to fix this
