ggbio 1.13.10 cannot be installed #1

Cannot install right now because ggbio 1.13.10 uses the previous namespace information from IRanges. This can be fixed by using the correct S4Vectors namespace imports.

Since ggbio is under active development, it seems best to separate the plotting functions in derfinder to their own package.
