github actions: tests #50

An attempt to address Issue https://github.com/leeper/prediction/issues/49

Marked as WIP because this can't be tested locally and I won't know if this works until I file the PR.

I removed the WIP tag. Github actions have not kicked, most likely because they are only activated when the workflow instructions are in master.

It should be safe for you to merge this, since the PR does not touch any of the core files or functionality.
