Add yappi.is_running() function #29

There is no way to check if yappi is running from the python code now. Can you 
please add the yappiu.is_running() function? 

I've implemented this and a couple of other minor changes at a bitbucket fork: 
https://bitbucket.org/kmike/yappi/overview (bitbucket's "pull request" doesn't 
work for some reason so I'm opening the issue here).
