I'm not sure if that's the correct project repository, since it's a fork and its developer seems to be making PRs to https://github.com/clienthax/VirtueOS Unfortunately neither repository has a license so they're not explicitly open source; I've opened an issue to the (upstream?) repository.

Old School RuneScape itself is not open source. This seems like an unofficial private server version.
