Do Swot accepts non-higher education institutions? #1043

Swot contains label named not-higher-education, but database contains at least one high school mentioned in #892.

What's the policy? It should be clarified in guidelines for contributing.

This issue truly needs further clarification, there are a number of ongoing PRs that are subject to this clarification.
