No one accepting PR's #979

For the past month no PR has been accepted, by anyone.

This repository is going to become unmaintained if no one is given the power to accept PRs. The PRs are already piling up.

We need to get some new maintainers selected somehow. Informal election may work? With candidates submitting themselves to help out, and getting plus-oned by the community.

@lyzidiamond: If you have no time maintaining that database I'm ready to help you. I see there are still almost 100 PR's (some of them dated to September) and some issues requesting addition.

I don't have admin access to this repository, the person to ping is @leereilly: ideally this is moved to the swot organization unchanged and many people are given admin access.

Is there some form of formal process we're meant to go through before accepting; or is it literally just "if they meet the requirements, and the unit tests pass, merge it"
