样本标签问题 #13

样本标签不是这么写的吧，假设物体B落入某个单元格中，那么需要算出该单元格的N个Anchor与物体B的IOU，然后让最大IOU对应的Anchor去预测物体B，而不是让所有Anchor预测物体B
