Add nomogen utility to auto create nomograms from a formula

Useful for easily generating 3 vertical(-ish) curved scale line nomograms.

This utility accepts a user written formula and uses numerical techniques and scipy libraries to generate the equations for the determinant of the curves.

Includes documentation.

Still in experimental stage of development, but good enough to be useful.
