The same file does not work on Windows CMD. But Bash is worked.

Windows CMD
- python 3.5.2
- nodejs 6.3.1
Windows 10 Bash Shell
- python 2.7.6
- nodejs 6.6.0
- Worked on Ubuntu Bash too.
Exactly the same file. I do not know what I did wrong. exactly installed argparse, xlrd. is do not work python3 ? or this is a bug?
