fix startup for static IP in config #5

In the non-SSDP case, validateVersion was not being called and thus no socketInit

This time in the refactor branch :-)

Hey, thank you for taking the time to debug this. Since it's such a small change, I'll go ahead and merge this to the master branch. For future reference, you should be able to change the branch on github with the edit button above so you don't have to create an entirely new pr. Thanks again!
