Implement signing of C4Groups #31

With the omission of the registration the signing process was removed from the code. Now everyone can use every name to set the author of c4 packages. With Oauth2 the token provider could offer an automatic download of pgp keys or x.509 certificates to prove identities. The users could also change their user names in the Forum which could also apply to the certificates/keys.

They never got signed, they got a field with a name written into them, as they are now.
