Do not restrict windows to scenario content frame when mouse is enabled

When the mouse for a player is activated in clonk, windows and scoreboards are shown in the frame in which the game content is also shown: If the mouse is disabled the windows are outside the frame. This is very annoying as you can see in the screenshot.
