add GCs + PNe layer #66

Depends on https://github.com/legacysurvey/legacypipe/pull/469.

@dstndstn, you'll need to swap out NGC-star-clusters.fits for NGC-star-clusters.kd.fits in $DATA_DIR (the file is far too small to need the KD stuff).

Please review the changes -- it's likely I made a mistake (or two)!

Hmm, there must be a bug in this PR as the radius (and alt_name) catalog attributes are being ignored, e.g.-- http://legacysurvey.org/viewer-dev/?ra=323.3623&dec=-0.8229&layer=unwise-neo4&zoom=12&GCs-PNe
