recompute the SDSS WCS to be on the Gaia/DR2 astrometric system #375

@dstndstn and I laid out a plan:

  1. I will add SDSS as an additional camera to legacy_zeropoints, using Gaia stars identified on each field and the SDSS PSF to map the asTrans astrometric solution to a distorted SIP WCS, which we will then write out as a data product.
  2. @dstndstn will then incorporate these new WCS solutions when performing forced photometry (for DR8?) and for the coadds that we're using for the viewer.

The top-level SDSS data directory at NERSC is /global/project/projectdirs/cosmo/data/sdss/dr14/ and the list of fields is in /global/project/projectdirs/cosmo/data/sdss/dr14/eboss/resolve/2013-07-29/window_flist.fits.
