Webserver for mPTP/ASAP/ABGD #7

Need to add option to read a local file resulting on running delims on webserver, e.g.

https://bioinfo.mnhn.fr/abi/public/abgd/abgdweb.html https://bioinfo.mnhn.fr/abi/public/asap/asapweb.html https://mptp.h-its.org/#/tree

This would allow Windows users to run delimtools.
