for preemptive_notice calculation, exclude restricted F shares #85

the Constitution says:

when the Directors first offer to issue new non-Class F Shares or offer to transfer existing non-Class F Shares to existing Members, Restricted Class F Shares shall be excluded from the eligibility calculation

In the code that contributes to preemptive_notice.xml, add the relevant calculations.

probably in captable.js.
