Renumbering citation title in record does not renumber the citation itself #197

Sometimes states will complete renumber the law(s) you are using. We can edit the title in the citation through the edit button (options tab), but this does not change the number of the tagged citation itself. That means you have to re-do every citation to that law when that happens.

When it's one law, it's not that big a deal. But sometimes it happens to the entire chapter of rules, you have to re-do tons of citations and it really slows you down. It would be a big time saver if the tags could recognize and reflect when there is a renumbering to the citation title.

Example: Wisconsin's PDMP rules changed from the Pharmacy Board to the Controlled Substances Board in 2015, meaning all regulations for PDMP, which represents most of what is cited to, had to be completely renumbered and all citations had to be completely re-done.

It's also not very clear that the citation tags won't change, so I think it's easy for people to miss that they didn't and go forward with wrong citation numbers.
