What steps will reproduce the problem?
1. Go to a site not on the list of site rules.
2. Search for [foo bar].
3. Look at the search bar.

What is the expected output? What do you see instead?
[foo bar] should now appear in the search bar. Instead, the user has to add
a rule for _every single site_ that’s not on the list.

Please provide any additional information below.
There need to be a few fallback rules that are universal, rather than
site-specific. Ideally, these rules will work well enough for enough sites
that other rules will seldom be necessary.
