Release a new version of LegenDataManagement, so that PolCalFunc don't fail in LegendSpecFits. @oschulz

Be aware that this PolCalFunc issue is fixed on the dev branch, but not on main (yet). Just releasing a new version with the current main will not fix the issue

Let's merge dev in today, then I'll make a new release.
