Integrating Human Remains questions and warnings back into Scout Reports #172

We realized that we lost important references for Scouts about what to do when they encounter human remains in the field when the Scout Report was moved from a paper form into Arches. We would like to add these warnings back in which will require a message about encountering human remains on the "Step 3: Scout Visit Condition Assessment" page under the "Visible Artifacts" heading and adding the question "Did you encounter Human Remains?" with "yes" or "no" answers on the "Step 4: Scout Visit Evaluation" page with some info about what to do if so. We would like to set it up where the system somehow alerts us daily or weekly if anyone has clicked yes so that we can contact them as soon as possible. I will test out adding these questions on the staging server before we go forward with making final changes in the Scout Report.

I need to revisit this with FPAN staff to see if this is still how we want to handle this before we move forward with this ticket.
