Cleanup management commands #219

Remove a lot of old management commands, some related to #216.

I created a new branch legacy_management_commands so all of these commands are retained and can be found here if necessary: https://github.com/legiongis/fpan/tree/legacy_management_commands/fpan/management/commands.
