Rename this repository: fpan → hms #253

Leaving this ticket here to record the fact that this repository, legiongis/fpan will be renamed to legiongis/hms. Semantically, this is the more appropriate name, as Heritage Monitoring Scouts is the name of the actual platform this code base supports, while FPAN (Florida Public Archaeology Network) has always been the managing organization for this entire program.

This renaming shouldn't affect much, really, as Github redirects will handle traffic coming to the old name sufficiently.

I will acknowledge, though, that this may cause confusion when looking at the code base itself, given that the Django project is named fpan, and there is an additional Django app that has been added to project called hms. Eventually, this could be resolved, but for now it will just have to be a little sticky.

Perhaps a better new name will be hmsfmd, or hmsf-md, for HMS Florida Monitoring Database, following along with some anticipated restructuring of the larger HMS program.
