Not working at all..

Took me maybe 10 minutes yesterday to set up evolve, but today it's not 
working, the "ev_" commands are unrecognized in my console. I tried re 
downloading it, is there any help?  im running windows 7, i used tortoise to 
directly instill it into my addons folder... it doesn't work
even in the console says evolve was successfully activated

two its not ev_ its ev
ev_ is +ev_menu

It works great in single player, but when i use SRCDS to make a server, i join 
it and it doesn't work

for srcds make sure evolve is in the addons folder... start the server, join 
the server, minamize the game and go to the server console type ev rank <your 
name> owner then go back in the game open your console type bind <your key> 
+ev_menu  

then see if it works    

btw the con cmds are "ev <chat cmd name> <arg1> <arg2> <arg3>"  
EX: ev Ban Darkassassin07 0 "minge bag"
