Switch to GitHub Actions for testing and deployment #214

Use https://github.com/discordjs/discord.js/blob/master/.github/workflows/test.yml as reference for basic GitHub Action.

Needs badge to switch from travis to gh actions

Testing is taken care of. Deployment of Docker images to GitHub Packages is still in progress.
