Document datastore collection protocols plus issue template #141

The README may be under-structured, but presumably it can be whipped into shape. Or it could be split out into a collection of documents if there's good reason to do so.

@adf-ncgr I was kind of distractedly experimenting with issue templates (they are new to me), and I mistakenly put them under datastore-specifications rather than datastore-issues. I have now moved the two issues and the template over to here.

many thanks to you, GF! I haven't used issue templates very much myself, but they seemed like a perfect fit for this- hope you think so too...

I've started a template, which shows up as an option when a "New issue" is started. Of course, the template can be updated as needed. It lives in .github/ISSUE_TEMPLATE/.
