Reimplement context menu #237

Previously each viewer had a context menu that did general viewer things (download data, save image, etc) and viewer specific things, e.g. filter/order micro-synteny tracks. This should be reimplemented in the new Golden Layout based unified gene view.

The context menu with image and data download support was reimplemented in commit e25aba3d4065dee0b0b89c2d316e348de178dae6. Viewer specific menu items should be implemented in other issues, e.g. #226.
