JBrowse is broken for markers #3

Also note the marker does not show on the JBrowse for another feature that overlaps it.

Solution: markers lacked .organism, so there was no taxon ID so the refSeqs.json endpoint died. There MUST be a taxon ID to get a reference sequence. Updating legfed-markers-chromosomes....
