Add webrick to Gemfile #13

Per theme issue #76 webrick is required as a dependency for newer versions of ruby. Since the ruby version is specific to a site's environment this should be added to the starter site's Gemfile as it will be removed from the theme's gemspec for the same reason.

This no longer appears to be an issue, at least with the version of ruby used by the Dockerfile. Closing.
