Pangene set collections #117

Implement loading pangene sets as per https://github.com/legumeinfo/datastore-specifications/tree/main/Genus/GENUS/pangenes

This will require a version and data model update, likely 5.1.0.3.

Note: this requires loading Genus/GENUS/about_this_collection with a new loader, which is fine.

Done in 5..1.0.3 with the caveat that the genus name needs to be added to the README.scientific_name_abbrev.
