Proteins and transcripts lack name, description #135

Write a simple post-processor lis-populate-protein-transcript-attributes to update proteins and transcripts with the name and description of the associated gene.

This doesn't depend on mine version so punch it into main and back-merge it into 5.1.0.3 and 5.1.0.4.

This is implemented in lis-populate-protein-transcript-attributes. It runs some independent stuff in parallel, but the main time taken is the object storage, 1:00:24 for ArachisMine.
