Wireframe outline of "Issues by Topic" Section

I've been using http://www.balsamiq.com/demos/mockups/Mockups.html to 
make some mockups of what the UI might look like.

The attacked image is of the "Issues by Topic" section.
The XML that can be imported into the mockup editor is found at:
