Custom Achievements #368

Tracking certain game metrics and giving them achievements.

This should include in-game announcements as well as a list on the players profile.

Full list of achievements TBD.

@leighmacdonald There's already code to do this, but it seems like an out of place addition for a ban software. Are you going to fork an already existing plugin, keeping achievements as their own thing?
