Introduce a "pool owner"

Problem: As product owner and Admin it would help me to know who is responsible for a pool. If I have questions or need to inform about changes I need to write to loads of inventory managers. If I know who is responsible for a pool I would contact him/her directly.

Possible Solution:

• [ ] Admin section/Tab pool: Admin can enter pool owners
• [ ] Admin section/Tab pool: Admin can not enter inventory managers
• [ ] Admin section/Tab users: In section "Access rights" the edit page of users shows if a user is a pool owner and for which pools he is responsible (owner)
• [ ] Pool - Manage section/Tab users: Only the pool owners are allowed to assign the right "Inventory manager" and "lending mgr." Inventory mgr. and lending mgr. can not assign any other right to users then "customer".
• [ ] Pool - Manage section/Tab users: Introduce a new tab called "Pool owner". Place this tab after the tab "Inventory manager".
• [ ] General right: the pool owner has the same rights as the Inventory manager. It is not possible for an inventory manager to change the priveleges of a pool owner.

specify the roles and check the two solutions - hierarchical roles as it is now or work with permissions/capabilities/competences, for example add the capability "allow to lend" or "allow to create inventory"

estimate both enhancements and then decide.
