Bug: possible to open multiple Preferences windows

Describe the bug It appears to be possible to open multiple Preferences windows, and on multiple Desktops.

To Reproduce Steps to reproduce the behavior:

1. Open MB Preferences from the MB system-menu icon menu
2. Do so again, on the same Desktop space, or on another
3. Observe that two iterations of the Preferences window now exist

Expected behavior For any subsequent clicks on the Preferences option in the MB system menu icon menu, the existing iteration of the Preferences window should be given focus (regardless of its Desktop space, if it is not the same Desktop space).

The Preferences window should not be moved to the current Desktop space (in my opinion).
