Fleet battle insights #277

For multi wing fights, it might be useful to join an operation and allow the fleet commander to get an overall picture of the battle.

P2: lock/unlock an operation !ops lock|unlock

P1: Leave an operation !ops leave
P2: Kick a pilot !ops kick [commander name]
