Add tags directory page #16

Right now individual pages for tags are being generated but there's no root page with all of the tags listed.

i.e. blog.com/tags should be generated that lists all tags

FYI, now that version 0.5.0 is released, lektor-tags provide the necessary tools to build your own root page for tags: example:

https://www.getlektor.com/plugins/tags/ is also an example of a page showing all available tags, built in another way.

With two examples, I'll close this. If this is not what you have in mind we may reopen with some clarification, or you can open a new more specific issue.
