I ran the htmltest link checker on the site and discovered a number of broken and stale links.

In this PR:

Fix all broken internal links (at least all internal links flagged by htmltest.)
Adds trailing slashes on a number of internal links. (While not strictly required, this does minimize redirects.)
Fix a few stale external links.
Fix a few miscellaneous other typos noticed along the way.
Add a test for broken internal links to the CI workflow.
