Spamd syslog facility #22

Following feedback from https://github.com/lelutin/puppet-spamassassin/pull/21 I've changed the option to spamd_syslog_facility and updated the documentation, reflecting this change and also including some of the variations that can be used, according to the spamd manual.

Thank you for your feedback on the previous pull request your comments made sense and naming the option spamd_syslog_facility makes more sense.

Appreciate the guidance.

oh! sure can do. that's the only meaningful change -- the rest is just CI updates.. but I mean why not release when there's something new :)

I just published version 3.1.1 on the forge.
