split off codecs into their own project? #4

Now this becomes more actual. The project already depends on opus, webrtc, speex and spandsp and more to come.

Now I don't think it's a good idea. I've added an autotools stuff so it's possible to make a conditional builds (./configure --with-feature=[yes|no])
